POSTDOCTORAL RESEARCH PROGRAM IMPLEMENTATION GUIDELINES (FU-PDRF)
PURPOSE AND SCOPE
Article 1 - These guidelines regulate the implementation principles and procedures of the Postdoctoral Research Program conducted at Firat University.
The Firat University Postdoctoral Research Program (FU-PDRF) enables researchers who have completed their doctorate and are either employed as faculty members at domestic or international universities, working in public/private institutions, or currently unaffiliated, to conduct temporary research at Firat University (FU) under the supervision of an advisor. The program aims to encourage young faculty members and researchers to collaborate with expert faculty members in their field, while fostering and strengthening scientific exchange and interaction among faculty members and researchers.
FUNDAMENTAL PRINCIPLES
Article 2 - FU-PDRF operates under the following fundamental principles:
To qualify for FU-PDRF, a postdoctoral researcher must have completed their doctorate within the last 5 (five) years from any domestic or international university.
Faculty members employed at state universities must be assigned to FU under Article 39 of Law No. 2547 to participate in FU-PDRF activities.
Faculty members from foundation universities and international universities may participate in this program if temporarily assigned to FU by their institutions.
Personnel with doctoral degrees working in domestic or international public or private institutions may also work within the program scope if temporarily assigned to FU by their institutions.
Those who completed their doctorate at FU but work at other universities, public sector, or private sector may be assigned under FU-PDRF.
Researchers who have completed their doctorate but are not affiliated with any institution may participate as researchers under FU-PDRF. Such researchers must be supported by Postdoctoral Fellowship funding from their advisor's project budget.
APPLICATION AND EVALUATION
Article 3 - The application and evaluation process for this program is as follows:
Candidate Application Requirements: Candidates must have completed their doctorate within the last 5 years to apply for the PDRF program. Candidates must obtain necessary permissions from their home university and meet the conditions of Article 39 of Law No. 2547. Doctoral researchers working in public or private institutions must obtain required permissions from their institutions. Doctoral researchers not affiliated with any institution must obtain and document their own health insurance.
Application: The application process begins annually with the determination and announcement of positions on FU's website. PDRF researchers submit the "Application Form" to the PDRF Coordination Office for advertised positions.
Initiation: Applications are evaluated by the requesting faculty member. The faculty member who will supervise the PDRF researcher prepares a detailed Work Plan and Schedule for the research project together with the researcher, and submits it for approval to the relevant Department Head and/or Institute Department Head and Dean and/or Institute Director. The approving unit applies to the PDRF Coordination Office, specifying the office, computer, infrastructure, etc., facilities to be provided to the PDRF researcher. FU Rectorate submits a written application to the researcher's home university or institution with the prepared Work Plan, requesting temporary assignment of the researcher to FU. The researcher, once assigned to FU by their university or institution, begins their work under PDRF.
IMPLEMENTATION CONDITIONS
Article 4 - Regulations regarding advisors and researchers under PDRF are as follows:
Advisor Responsibilities: The faculty member who advises and collaborates with the PDRF researcher will support the researcher in meeting and tracking their needs. The faculty member will communicate all PDRF-related requests to the PDRF Coordination Office through their department or institute. The PDRF advisor is responsible for providing laboratory infrastructure and consumables needed during research. The advisor must detail in the work plan how and from which project the necessary resources will be provided.
PDRF Researcher Responsibilities: PDRF researchers must comply with FU's rules and regulations. They must conduct research according to the work plan prepared with their advisor. PDRF researchers are expected to work full-time. However, with advisor approval, researchers may be assigned for specific days of the week. PDRF researchers must submit progress reports to the PDRF Coordination Office every six months. In academic publications resulting from PDRF work, researchers must list both their home institution/university address and FU as the institution where the work was conducted. For patents, utility models, industrial designs, and intellectual property rights resulting from the work, PDRF researchers are subject to the same obligations as FU faculty members.
PDRF Researcher Benefits: PDRF researchers who are faculty members at other universities receive an FU Visiting Academic Personnel ID Card, while other PDRF researchers receive an FU Visiting Researcher ID Card. Full-time PDRF researchers may access academic and social facilities as available. When needed, PDRF researchers may take courses from the School of Foreign Languages, language centers, and graduate programs as visiting students.
PDRF Duration: Work conducted under PDRF is for one year. If successfully conducted work cannot be completed within one year, the duration may be extended up to two years total, subject to approval from the researcher's home university or institution.
Termination: Upon completion of the work, research outputs must be submitted as a report to the FU-PDRF Research Coordination Office.
ENFORCEMENT AND EXECUTION
Article 5: In cases where these guidelines do not contain relevant provisions, other applicable legislation provisions and decisions of the Higher Education Council, Senate, and Executive Board shall apply.
Article 6 - These Guidelines were approved by the FU Senate and entered into force on 01.07.2014.
Article 7 - The President of Firat University executes the provisions of these Guidelines.
